The Ministry of Justice of the Russian Federation has approved the order of the Ministry of Internal Affairs on remuneration payment to the citizens helping police with capture of criminals and disclosure of crimes, the Kommersant newspaper writes. According to the edition, the order of material encouragement of informants was developed by the Ministry of Internal Affairs over a year. The sums of encouragement can vary from 50 thousand to 10 million rubles. Follows from the order of the Ministry of Internal Affairs that the decision on payment of remuneration to 500 thousand rubles will be made by the chief of regional government, to 3 million rubles — already the first deputy head of the Ministry of Internal Affairs. For especially important information also large sums are provided, but the relevant decision will remain personally for the head of department Vladimir Kolokoltsev. After capture of the criminal or granting reliable information by the citizen (payments to secret agents are regulated by other documents) the finance and economics department of the Ministry of Internal Affairs is obliged to transfer the stipulated amount in territorial authority of the Ministry of Internal Affairs purpose. Money can be paid to the informant as cash, and is enlisted on the bank account. In the first case the citizen is obliged to write the receipt. In case of refusal in payment of the Ministry of Internal Affairs it is obliged to notify the informant in writing within seven days from the date of adoption of the relevant decision. The refusal, obviously, can be appealed, including in a judicial proceeding. Now the police pays remuneration in exceptional cases, promising an award for capture of especially dangerous criminals. There is no special fund in law enforcement agencies, funds are allocated from internal resources of department under each case. Most of informants for assistance are awarded with the departmental medals "For Assistance of the Ministry of Internal Affairs", diplomas, valuable presents and the certificate of the non-staff employee.
